 A Supreme court order (unsuccessfully?) staying a landmark agreement between Nepal's major political parties has highlighted the simmering divide between those for and against identity-based state restructuring.

"Let's be proud as citizens of a country where politicians pass verdict and judiciary indulges in politics." quipped an angry person in twitter after Nepal's Supreme Court gave an interim verdict objecting to the agreement among major political forces about the central issues in new constitution.

Among others, the major political parties had recently agreed to speed up the constitution drafting process by postponing two crucial and disputed issues: the demarcation and naming of federal units. The agreement says that the task of demarcation will be done later by a Federal Commission and the names will be decided by provincial assemblies.

The court order says that the two crucial issues should be settled now when the Constituent Assembly (CA) is still in existence and cannot be left to be decided later.

Along with the sense of relief that the breakthrough brought after a year-long stalemate in the second CA in the backdrop of failure of the first, voices of discontent have also been building up. Those who favor a strong role for ethnic identity (mainly geographic and caste-based) in state restructuring have felt cheated by the deal which they perceive as the ploy to altogether jettison the role of identity in the process of state restructuring.

As the ruling parties (NC and UML), both vocally opposed to the central role of identity in restructuring the state, along with the UCPN (Maoist)—so far the largest pro-identity political party which seems to have compromised on that stance with the agreement––enjoy a comfortable two-third majority in the CA, the deal had all but ensured the formulation of new constitution in near future.

The pro-identity voices which have been opposing the deal thus risk being increasingly pushed to the fringe. The fact that the political parties advocating or sympathetic to the identity-centered politics, including the Maoists, had lost much ground during second CA vis-à-vis first has not helped the matter.

विगतमा यस्तै धेरै घातक गल्तीहरुबाट त घाइते भएर भए पनि माओवादी पार्टी जीवितै बाहिर निस्केको थियो, तर यसपालिको हाराकिरीपछि के हुने हो, त्यसको टुंगो छैन । प्रमुख मताधारका रुपमा रहेको निम्न र मध्यम वर्गलाई क्रुद्ध बनाएका कारण भारतमा झण्डै एक शताब्दीभन्दा लामो इतिहास भएको र स्वतन्त्रतापछिका ६ दशकसम्म एक छत्रजस्तै राज गरेको काँग्रेस पार्टी त अहिले आएर अस्तायो भने हामीकहाँ त एउटा अलोकप्रिय राजनीतिक शक्तिको अस्तित्व मेटिनु ठूलो कुरै हैन । अस्तित्वको लडाइँमा होमिएको माओवादीले अरु आत्मघाती गल्ती थप्दै गएर आफ्नो अस्तित्व नै नामेट पार्ला कि ढिलै भए पनि इतिहासबाट पाठ सिकेर अस्तित्व जोगाउन लागीपर्ला? निकट भविष्यमै यो प्रश्नको उत्तर पनि आउनेछ ।

Rise of KP Oli and its implications for Nepal's future


आउँदै गरेको ओली-शासनको रूप कस्तो हुनेछ भन्ने कुरा गत वर्षको अनुभवले देखाइसकेको  छ तर त्यो प्रीतिकर हुने लक्षणचहिं देखिँदैन

देशमा छिट्टै ओली शासन आउने निश्चित छ, अब खाली मिति तोकिन बाँकी छ । तर ओलीको तेतृत्वमा नेपालमा अहिले चर्चामा रहेका राज्य पुनर्संरचनाजस्ता मुद्दाहरुको के स्थिति होला  भन्ने चिन्ता त छँदैछ तर निरन्तरको कुशासनले आहत भएको नेपाली समाजले अब कुन नियति भोग्ने हो, त्यसबारे पनि विचार गर्नेपर्ने भएको छ । खास गरी गत वर्षभरको एमाले मन्त्रीहरुका गतिविधिले भविष्य चिन्ताजनक भएको संकेत गर्छन् ।

 नेपालका कुनै पनि  दल दुधले नुहाएका छैनन् तर राज्य र उसका सार्वजनिक निकायहरुलाई धराशायी पारेर एउटा दल , गुट र व्यक्तिको सेवा गर्नमा एमाले जति  सक्षम छ अरु त्यति छैनन्  । अनियमितता प्रमाणित भएर कारवाहीमा परिसकेकालाई नेपाल मेडिकल काउन्सिलको अध्यक्ष बनाउनमा होस् वा न्यायालय र लोक सेवालाई प्रभावित गर्ने प्रयासमा होस्, एमाले जत्तिको सफल अर्को दल छैन ।

एमालेकरणबारे थप केही कुरा

( एमालेकरण र समृद्ध नेपालको भ्रुणहत्या पछिको श्रृंखला)

एमाले र एमालेकरण भनेका एउटै कुरा हैनन् । एमालेले नेतृत्व गरे पनि एमालेकरण एक हदसम्म हामी बाँचेको समयको प्रतिविम्ब हो । समाज र यसको राजनीतिक आयामका लागि एमालेकरण एक खालको विष हो र यसबाट बच्न सबैभन्दा गाह्रो एमालेलाई नै छ । त्यसको पीडा एमालेभित्र भएर पनि एमालेकृत नभइसकेका अनि नैतिकता र मानवीय संवेदना बचाइराखेका मानिसहरुका लागि सबैभन्दा बढी छ ।
 एमालेकरण शब्दको आविष्कार मैले गरेको हैन । तर प्रवृत्तिको रुपमा एमालेकरणबारे एउटा लेख लेखेपछि त्यसले जन्माएका प्रतिक्रिया पढ्दा यसबारे थप बहस र विमर्श हुनुपर्छ भन्नेचाहिं मलाई लागेको छ ।

महिनौंअघि यो प्रवृत्तिबारे नै लेख्न थालेको एउटा लेख अधुरो नै रहेपछि त्यो बिर्सिइसकेको थियो । तर घटनाक्रमले घुमाइफिराइ यसका हाँगाबिंगाबारे लेखिरहन बाध्य पारेको अवस्थामा जरालाई नै छिचोलेर किन नलेख्ने भन्ने प्रश्न उठेपछि मैले त्यो लेख लेखेको हुँ ।

लेख्दै जाँदा लेख अखबारी शब्द सीमाभन्दा बढी नै लामो हुन गयो, अहिले गन्दा करीब २७०० शब्दको रहेछ । यति लामो लेख लेख्ने मानिसको पहिलो चुनौती के हुन्छ भने पाठक पहिला केही अनुच्छेद पढ्नासाथ जाँगर मरेर अन्यत्र नलागोस्, र पढ्दापढ्दै ननिदाओस् पनि ।

फर्केर हेर्दा त्यो लेख मैले अपेक्षा गरेभन्दा बढी नै सार्थक भएछजस्तो लागेको छ । त्यसलाई सामाजिक सञ्जालमा वितरण गरिएको संख्या र त्यसका शाब्दिक प्रतिक्रिया हेर्दा त्यसो लागेको हो ।

जुन कुनै लेखकलाई र खास गरी आम सरोकारको विषयमा लेख्ने लेखकलाई दण्डित गर्ने सबैभन्दा सजिलो उपाय भनेको उसलाई नपढीदिएर त्यसै अन्धकारमा रहन दिनु हो । सामान्यतः हामीजस्ता अति सामान्य लेखकका लागि त त्योभन्दा ठूलो दण्ड केही हुन सक्दैन । लेख वा सामाग्री कुनै प्रकाशनमा आएर मात्र जीवन्त हुँदैनन्, तिनको पूर्ण अस्तित्वका लागि पाठकको पठन कार्य अपरिहार्य छ ।

त्यसै गरी लेखकलाई पुरस्कृत गर्ने पनि सकारात्मक वा नकरात्मक तर स्वस्थ र रचनात्मक प्रतिक्रियामार्फत् हो । हामीकहाँ सञ्चार माध्यमहरुमार्फत् दोहोरो सम्वादको थिति नबसीसके पनि अनलाइन मिडियासँगै आएको सञ्चार माध्यमको लोकतान्त्रिकरणले त्यस्तो सम्वाद धेरै हदसम्म सम्भव बनाएको छ ।

यो लेखका पाठकमध्ये केहीले मलाई पहिलोपल्ट पत्रकारको पहिचान दिलाएका छन् । पत्रकार बन्ने अभिलाषा भित्र कतै भए पनि हुन नसकेको मजस्तो मानिसलाई त्यसले ज्यादै नै हर्षित तुल्याउँछ । भ्रमहरुमध्ये प्रिय र प्रीतिकर भ्रमहरुलाई मात्र सत्यजस्तै मानेर चल्ने धेरै मानिसमध्ये म पनि पर्छु । त्यसैले मेरा लागि यो नयाँ भ्रम ज्यादै स्वीकारयोग्य छ ।

यस अघिको पनि यस्तै एउटा रोचक अनुभव छ मसित । बंगलादेशको पछिल्लो चुनावबारे स्पेनिश पत्रिका एल मुण्डोका लागि सामान्य प्रतिक्रिया दिएपछि त्यसका संवाददाता भिक्टरले रिपोर्टमा मेरो नामअगाडि अविश्वसनीय रुपमा लेखेछन्ः एस्टे डायरियो एल एनालिस्टा पोलिटिको अर्थात्, गुगल अनुवादनअनुसार, यस पत्रिकाका राजनैतिक विश्लेषक । त्यसपछि मात्र मलाई याद भएको थियो कि मैले जे प्रतिक्रिया दिएको थिएँ, त्यसलाई राजनीतिक विश्लेषण पनि भन्न सकिन्थ्यो ।

Naya Pakistan: How I lost my faith in this nation



Pakistan is going through one of its frequent crises in recent history. The protests in Islamabad led by the PTI chief Imran Khan and the cleric Qadri have apparently taken ominous turn today with protesters surrounding the parliament and pushing forward.

For those looking for a closer coverage of the whole fiasco, I recommend the Pakistani media which are doing their job in a more or less wholesome way. Meanwhile, here I carry the initial part of a poignant and provocative column of a TV journalist from Islamabad from The Express Tribune.

So the cat is out of the bag. Naya Pakistan is before us. And boy is it ugly? Uglier than a mad man’s dream. Our revolutionaries have brought us on our knees. But why complain? Fatalist as I have become, I am convinced that this is our luck. But let us just not go there. Perhaps, people are unaware of the full extent of the disaster being averted. And yet today is not the day to regale you with the details. Nor the year. Perhaps in 2015 you will know the extent of the full circus.
For now, let us not go there. Imran Khan is celebrating. He’ll probably get married soon. Seeds of change he has sown today will bear ugly painful thorns soon. Painful for him, mind you, not just us. But where does he go from here? A return to the good profitable cricket commentating days? But what of his politics? And that in essence is the question.
We have seen some unsavoury scenes. A parliamentarian threatening to storm parliament. A man considered a national hero not just by cricket lovers but patriots, asking us to stop paying taxes, boycott the state-owned banks. A self-proclaimed prime ministerial candidate threatening to attack and take over the prime ministerial mansion. Will you vote for this man? Don’t answer just now. Give it a few months. Then we’ll see.

न्यायधीश नियुक्तिमा काँग्रेसः क्यान्सर घाँटीमा, अपरेशन पेटको?

यो देशको सार्वभौमसत्ता जनतामा छ भन्नु खोक्रो आडम्बर मात्र हो । त्यो कतै छ भने देशको कालो वा अनौपचारिक अर्थतन्त्रको साम्राज्य हातमा लिएर बसेका राजनीतिज्ञ र तिनका अन्डरवल्र्ड साझेदारहरुकहाँ छ ।

न्यायधीश नियुक्तिमा काँग्रसको भुमिकालाई यसरी संक्षिप्त गर्न सकिएला ।

संस्थागत शुष्कता, गतिविहीनता र भ्रष्टचारले थला परेको न्यायालयलाई सर्वोच्चका न्यायधीश नियुक्तिमार्फत् पुनः जीवन दिने अवसर आयो सरकारको तथा कानुन मन्त्रालयको जिम्मा सम्हालेको काँग्रेसलाई ।
न्यायालयलाई बिरामी मान्ने हो भने, त्यसको घाँटीमा क्यान्सर थियो, सांकेतिक रुपमा । तर कानुन मन्त्रीका सल्लाहकारहरुले के सुझाव दिए भने, अपरेशन त गर्नु नै छ, पेटको गरे पनि त भैगो, अपरेशन आखिर अपरेशन नै हो  ।

क्यान्सर मिर्गौलाको हो भनेर दाबी गरेर मिर्गौला नै झिकिदिएपछि ढिलो चाँडो न्यायालय निको त होला तर तलमाथि गर्ने भावी राजनीतिज्ञहरुलाई समात्ने दुस्साहस गर्ने छैन भन्नेमा ती मानिसहरुको मतो मिल्यो जसका कुरा कानुनमन्त्री सुन्थे ।

योजना बन्यो, मतियारहरु खोजिए । न्याय परिषद्का अध्यक्षले एक छिन आनाकानी गरे तर उनको फर्मायशमा पेटका अरु एक दुई अंग झिकिदिने भएपछि उनी पनि माने । न्याय परिषद्का अन्य सदस्यमध्ये एकलाई पूरा बलका साथ निर्णयको बचाउ गर्ने जिम्मा दिइयो, चाहे त्यसका लागि जतिसुकै तुक नभएका कुरा बोल्नु परोस् र चाहे तिनलाई मानिसहरुले पागल नै किन नभनुन् ।

अपरेशन टेबलमा न्यायालयलाई राखियो र पेटको छाला काटियो, अपरेशनका लागि । भित्र स्वस्थ मिर्गौला देखियो र उताचाहिं क्यान्सरग्रस्त घाँटी ।

अरु सबैले भन्न थालेः जे भयो भयो, अब पेटलाई बन्द गरेर घाँटीमा अपरेशन थालौं । अब काँग्रेस पर्यो दोधारमाः पेट बन्द गर्यो भने गल्ती स्वीकारेर शिर निहुराउनुपर्ने, मिर्गौला झिकौं भने सबले बुझिसके क्यान्सर कहाँ थियो  कुन अपरेशन हुनुपथ्र्यो ।

अहिलेको काँग्रेसको अवस्थालाई प्रतिनिधित्व गर्ने अर्को एउटा अवस्था पनि छ । खाने कुरा भनेर रछ्यान मुखमा हाल्यो । निलौं भने रछ्यानमा के के छ, बिरामी पार्ला भन्ने डर, ओकलौं भने सबैले देखेर कुरीकुरी गर्लान् भन्ने डर ।

यति भनिसकेपछि अब काँग्रसले कुन बाटो लिनुपर्ला र कुन बाटोले काँग्रसलाई कहाँ पुर्याउला भनेर कुनै बहस गर्नु जरुरी छैन ।

न्यायधीश नियुक्तिः आत्मघाती हमला हुने अवस्था नआओस्!


कुनै विख्यात इतिहासविद्ले भनेका छन्ः इतिहासले कसैलाई केही सिकाउँदैन, खाली नसिक्नेलाई दण्डित मात्र गर्छ । 

हो, इतिहासले केही सिकाउँदैन, या भनौं, इतिहासबाट नसिक्ने स्वतन्त्रता हामी सबैलाई छ । 
के हो त हाम्रो इतिहास? के हुन् इतिहासबाट सिक्न सकिने तर सिक्नैपर्ने बाध्यता नभएका पाठहरु?

हाम्रो इतिहास भन्छ, समाज गतिविहीन र स्थिर भएर रहँदैन, यो चलायमान हुन्छ । विभिन्न आरोह अवरोहबीच पनि जुन समाजको गति सालाखाला निर्माण र सामञ्जस्यतिर हुन्छ, त्यो समाजले ढिलोचाँडो पग्रति गर्छ । भविष्यप्रति दृष्टि भएको नेतृत्व र न्यूनतम इमान्दारीका साथ कर्ममा जुट्ने नागरिकहरु भएको समाजले प्रगतिको बाटो नभेट्टाइ रहँदैन । 

अर्कोतिर जुन समाजका सबै गतिविधि जम्मा पार्दा ध्वंश र विग्रहको वर्चस्व हुन्छ, त्यो समाजले प्रगति हैन, दुर्गति देख्छ । त्यस्तो समाजमा नेतृत्वले पूरा राजनीतिलाई आफ्नो लाभ हानिको खेलमा परिणत गर्छ भने नागरिकहरु आ आफ्नो औकातअनुसार एक अर्कालाई ठग्ने वा आक्रमण गर्ने दाउमा हुन्छन्, कर्म तिनको प्राथमिकतामै पर्दैन ।

Bangladesh after polls: From the frying pan and into the fire?

The political stalemate in Bangladesh has entered a new phase with the 5 January polls that were boycotted by the opposition and have been labeled as most violent and noticed for one of the lowest voter turn out in the electoral history of Bangladesh. 

In the evening of the poll day, I was asked for a brief assessment of the situation by Victor Martin, a Spanish journalist in Delhi. Some of my statements made way to the report he got published in Spanish newspaper El Mundo. Here is the original exchange from which the readers can have a clearer glimpse of my opinion in the whole affair. 


Is this a real democratic process if the opposition is not going to play in 154 seats?

Theoretically, and what they say ‘constitutionally, yes. But practically no as the things stand today.

This election had low participation. For you, which is the reason? Is the (non) security or is because the people just can vote one party and they don’t want to do it? What do you think?

Both reasons are partially valid. But I think the people are increasingly losing faith towards both the political parties as well as the system itself. The major motive of voters in any election is that the votes they cast will bring about some tangible positive changes in their lives. When they see the whole political practice as a farce played to ensure the personal gains and to feed the ego of the leaders (the PM Hasina and Opposition Leader Zia in this case) there is no genuine motivation for going to caste the votes. Also, unlike the committed voters of the ruling Awami League, a large section of so called ‘swing voters’ were never ready to take the risk of getting injured or even death for merely casting votes in an election of questionable legitimacy. I think this was one of the reasons behind the low voter turn out.

Advani resignation saga: Is BJP squandering the PML-N-like opportunity?

Commentary

Dwelling on the turbulence in BJP after L K Advani resigned from all party posts to protest the party's nomination of Narendra Modi to head the election campaign for 2014 polls. Advani has lately taken back the resignation but that cannot undo every damage that was done. An overview:

I am a rather casual India-watcher and an in-depth analysis is obviously beyond my scope. Nonetheless, the events of the past two or three days in India were nothing less than stunning.

The matter is of course about the turbulence in BJP, the party aspiring to rout the INC-led coalition in the upcoming general elections.

Even though the veteran leader L K Advani has come now full circle after agreeing to resume the pre-turmoil duties, the fiasco has exposed many things about BJP.

To start with, while much of the Indian media had been convincingly dwelling on about the incipient rivalry between Advani and Narendra Modi in BJP, hardly anyone could have guessed the Advani's extreme action of resigning from all three responsibilities in BJP.

After he did, a sense of deja vu had engulfed a large section of media: after all, this was the fitting rebuttal of Advani to party leadership for callously elevating Modi to the post of the party's chief election campaigner.

Of many analytic pieces, this one had particularly caught my attention because it had put many aspects of Advani-Modi rivalry in context.

But now that Advani has acquiesced to the pressure from the RSS and party rank and file and agreed to resume his duty in the party, another flurry of explanations can be expected in the media.

My own inferences from the all developments can be summed up as this:

- While it is widely believed that the charisma of Narendra Modi and his election-winning track record in Gujarat is undeniably linked to his divisiveness, the Advani resignation saga has taken this 'divisive' factor to new height. How further divisive can his legacy be in BJP? Only time will answer.

- Everyone is vulnerable in politics; in longer term if not shorter. It was the same Advani who had literally overruled Vajpayee in the party, 11 years back in Goa in the aftermath of Gujrat pogroms to help Modi navigate through the troubled waters. But now Modi seems to be playing perfectly with the vulnerabilities of a respectable but aging man with waning charisma.

- Finally, the party is the last resort of a politician. He/she may threaten, abuse, criticize and even revolt ,but ultimately it is nearly impossible to escape the dictates of the party. Likes of Uma Bharati and Jaswant Singh in BJP have already experienced it firsthand with a far longer period of distancing from the party but Advani has learned it overnight.

Secularism in South Asia: The Chickens Come Home to Roost

Over 2008-2009, the tide of secularism sweeping South Asia appeared unassailable. While the chickens have already come home to roost in Pakistan merely after a tenure of PPP-led government, the ailing UPA-II coalition in India led by the Congress fears a similar fate in upcoming polls after two exhausting tenures. Situation in Bangladesh looks more complicated and less predictable but some lessons are hard to miss.


In 2009 elections, the United Progressive Alliance (UPA), the incumbent secular alliance led by the Indian National Congress, got a thumping victory in India. To defeat the rival saffron alliance for two elections in a row, that too with an incremental margin, was no mean achievement and the future of the secularists looked cemented for the first time after the post-emergency debacle of Indira Gandhi in 1977.

It was not long after the lingering turmoil in Bangladesh had followed by a landslide victory of the secular-minded Awami Leage (AL) led by Sheikh Hasina in 2008, nearly decimating the right wing religious parties.
And in a dramatic turnaround, the polls in Pakistan held in 2008 to cap the Musharraf rule had also given the alliance led by PPP, known most widely for its secular credentials apart from corruptibility and tendency to misgovernance, an unambiguous victory.

In the tiny neighborhood of Nepal also, the centuries long Hindu monarchy had been formally uprooted in 2008 with a promise to establish a secular republic, even though the fate of the monarchy had been already sealed by the people’s movement in 2005.

To sum up, the tide of secularism seemed unassailable as the first decade of new century was concluding, sweeping across the political boundaries in South Asia. After a protracted affair with the religion as the driving force in politics, it was believed, people had said ‘enough is enough’ and sought an alternative.
The times have changed now, however, and so have the directions of political wind in various capitals of the South Asian countries.

The coalition of the secular parties in India has been battered so badly by the corruption scams and shoddy dealing of those scams by people at all levels in the government that it has become a heresy to praise the achievements of the UPA-II a year before the completion of its tenure.

With the recent revelation that even the politicians in ruling alliance are mulling over the option of early polls to bring the lackadaisical performance of the once-impeccable Manmohan Singh to an end, the future looks pretty grim for the coalition of secularist forces in India. While all of their loss is unlikely to transform into gain for the rival saffron alliance named NDA, a fractured verdict of the people is bad for both the secularists and the nation in general.

In neighboring Pakistan, Nawaz Sharif’s Pakistan Muslim League-Nawaz (PML-N) has just enjoyed a historic electoral gain. A witty journalist Mohammed Hanif has sarcastically commented that Sharif has won by promising airports to people who do not own even a bicycle, still both the gain for the religion-friendly parties and the loss for the secularists in Pakistan were highly significant. While duly sharing a record of corruption and misgovernance with the PPP, PML-N stands in contrast with the former in terms of its attitude towards the relationship between the state and the religion.

Looking deeper into the results of the polls in Pakistan, the performance of the ruling coalition over the past five years was far more decisive than any other factors like the Taliban’s selective targeting of secular parties prior to the polls, in determining the outcome. In face of intractable Taliban insurgency and failure of the PPP-led government to tackle the problem head on, the assumption, rather wishful thinking, that the Taliban could be better dealt by political powers ideologically closer to them seemed less absurd then it would appear otherwise.

And the tumult and turbulence in Bangladesh now is a bit complicated and rather unsettling, but the lessons to be learnt could be very significant.

Nepal: From the frying pan and into the fire?

Besides the over-debated issues related to the formation of election government in Nepal under sitting Chief Justice, here I dwell upon some little-talked aspects of the new development. 
 
Finally the major political powers in Nepal have agreed for a way out to the current deadlock. The sitting Chief Justice of the country has been sworn in as the head of the cabinet that will supposedly hold elections within next two months or so.

To start with, I was never enthusiastic with the idea and so were many commentators. But as things are evolving, as I commented earlier, it may be a matter of choosing the least evil of the options. Now that the parties have agreed to depend on apparently apolitical person rather than genuinely sorting out the differences among themselves and respecting the existence of each other, little more could be expected pragmatically.

Though I never bought the argument that single person presiding two of the three top institutions of the country would invite tyranny, there were other sound objections to the idea. Topping the list was the concern that just in case anything went awry, there would be no institution left to steer the country out of trouble. Moreover, in a country where a handful of thugs can cripple public life by enforcing closures, a significant power of dozens of political parties outside the four agreeing parties makes a formidable force.

The protests raging in Kathmandu's streets today signify only one thing: the protesting parties are in a position of profound dilemma; either resort to vandalism and hooliganism and gain prominence (at least in media) or simply be thrown into irrelevance. The third way of engaging constructively with the major political powers, while being the most reasonable at the moment, is least rewarding in the short term.

Even with little knowledge of what the new executive chief of the country, Khila Raj Regmi, is up to personally, it can be safely said that the odds stacked against him are enormous; particularly given the seriousness of the job he has been given in a country with fractured polity. First few weeks will be spent on repelling the doubts about how the executive branch of the state will function when the cabinet is led by a man from judiciary and is composed of former bureaucrats (as reported so far). A pertinent question is, will the cronies of major political parties keep functioning as proxy or will there be genuine attempt to establish some degree of accountability in institutions starting at the ministry level?

The second question is: will the Regmi-led government be able to constructively withstand the pressure from the formidable opposition coalition that now includes interest groups ranging from the eternally rebellious party led by Mohan Baidya to every thug in the street disgruntled with the four parties? In this regard the support the four powers can provide to the new government will be huge significance.

Third, will the unity among the four powers and the conformity of that with Regmi's plans sustain for long enough to hold the elections? And to what extent will the political parties sacrifice their own vested interests for the larger good of the country?

Even though the challenges are immense, it is not impossible to hold elections as promised, within 6-8 months if not in 2 months. The greatest issue of concern, however, is that whether the body thus elected will be able to draft a constitution. Given that a far more cohesive and enthusiastic body elected in 2008 failed miserably in its task, one has to be too optimistic to think that a fractured body with dozens of significant political powers (a highly likely scenario) will be able to promulgate a relatively viable constitution.

The worst case scenario will be one in which Regmi cannot hold the elections in the time/manner stipulated in the present agreement. It is somber to imagine a demoralized Regmi leaving the PMO the way incumbent Baburam Bhattarai did, thoroughly failing in the mission.

प्रधान न्यायधीशको नेतृत्वको सरकारः निकास कि गलपासो?


प्रधान न्यायधीशको नेतृत्वको सरकारमा सहमति जुट्लाजस्तो छ भनेर आजका पत्रपत्रिकाले लेखेका रहेछन् ।
त्यो सहमति भएको अवस्था नेपालका लागि राम्रो अवश्य हैन । र त्यसका जटिलताहरु पनि काफी छन् भन्छन् विश्लेषकहरु । र अझ एकचोटि प्रचण्डले सधैंझैं वचन तोड्छन् कि तोड्दैनन् हेर्न पनि बाँकी नै छ ।

तर त्यस खालको सहमति अहिलेको अवस्थामा सबैभन्दा कम खराबचाहिं हुने राम्रै सम्भावना देखिन्छ । उसो त काँग्रेस एमालेले पनि त्यो विकल्प उत्कृष्ट भएर त्यसमा सहमति जनाउनेभन्दा पनि नहुनु मामाभन्दा .... भनेझैं चिरकालसम्म बाबुरामको सरकार भोग्नुभन्दा अरु कुनै पनि विकल्प ठीक भनेर सहमति जनाउने हुन् ।
तर त्यो सम्भावित निकासमा बाबुराम र सत्ता गठबन्धनले लाहाछाप लगाउने सम्भावना चाहिं कमै देखिन्छ र त्यो प्रक्रियामा छिमेकको प्रतिक्रिया के हुन्छ त्यो हेर्न पनि बाँकी नै छ ।

मुर्त रुप लिन सकिहालेमा त्यस खालको व्यवस्थाले नेपालमा नयाँ नजिरको स्थापना गर्नेछ । एकतिर राजनीतिक शक्तिहरु एक अर्काको अस्तित्व स्वीकारेर सम्झौतामा पुग्नुभन्दा सामुहिक रुपमा एकअर्काबीचको असहमतिलाई व्यवस्थित रुप दिएर विकल्पमा जान राजी छन् भन्ने देखिनेछ । कसै गरी पनि संक्रमणकाल अरु थुप्रै वर्ष तन्किने अवस्थामा त्यो राम्रो लक्षण अवश्य हैन ।

गाउँका भट्टी र हिसिलापथको माओवादी




माओवाददेखि खाओवादसम्मको यात्रामा एकीकृत माओवादी

१५ वर्ष अघिः
झुप्रोमा बस्ने एउटा गरीबको छोरोले संसार बदल्ने सपना देख्छ । समाजमा व्याप्त ठालुहरुको बिगबिगीबाट वाक्क भएर तिनको संसार उल्ट्याउने र गरीबहरुको भलो गर्ने कसम पनि खान्छ । अनि त्यो महान सपना साकार पार्न कम्युनिष्ट पार्टीको छहारीमा पुग्छ । त्यहाँ समाजमा व्याप्त वर्गीय, लैंगिक, जातीय, क्षेत्रीय, आदि विभेदलाई निमिट्यान्न पार्ने अभियानमा ऊ पनि सरिक हुन्छ । खाली निजी सम्पत्ति जोड्ने र सुखसयल मात्र गर्ने आम प्रवृत्तिलाई चुनौती दिंदै उनीहरुले चर्चा गर्छन् कसरी सोभियत संघ र चीनका कम्युनहरुमा मानिसहरुले आदर्श किसिमको जीवन यापन गर्छन् । कसरी त्यहाँका सर्वहाराहरुले राज्य चलाउँछन् र पहिलेका ठालु र सामन्तहरुचाहिं पसिना चुहाउँदै काम गर्न बाध्य हुन्छन् । अनि कसरी त्यहाँको राज्यले मानिसका सबै आवस्यकता पुर्ति गर्छ र यहाँ झैं एक गास भात र एक सरो लुगाका लागि मानिस रुनुपर्दैन । के त्यस्तो राज्य नेपालमा नआउला? यस्ता प्रश्नका उत्तर दिंदै नेताहरु भन्छन्ः सर्वहाराका लागि गुमाउन नेल र जञ्जिरबाहेक केही छैन तर जित्न सारा संसार छ । आज वा भोलि, हाम्रो विजय निश्चित छ ।

हालः
पहिलेको गरीबको छोरो अब गरीब रहेन । ऊ अब घरको मालिक भैसकेको छ र गाउँको पनि नामी मानिस बन्ने क्रममा छ । गाउँमा गरिबी छ तर ऊ अब धनी भैसकेको छ । उसको ढुंगाले छाएको पक्की घर भैसकेको छ र त्यहाँ एउटा ठुलो पसल छ । त्यहाँ के पाइन्छ भन्दा पनि के पाइंदैन भनेर सोध्नुपर्छ । तर त्यहाँको सबैभन्दा प्रख्यात र धेरै व्यापार हुने वस्तुचाहिं रक्सी हो । एउटा ठुलो कोठामा ओछ्याइएका गुन्द्रीहरुमा मानिसहरु लस्करै बसेर मासु र रक्सी खाँदै गरेका भेटिन्छन् । तास खेल्नेहरुका लागि अलग्गै कोठा छ । शहरका अमीरहरु त यहाँ रक्सी खान कसरी आउँथे र, खाडीमा काम गरेर फर्केका र गाउँमै ज्यालादारी काम गर्नेहरु यहाँका ग्राहकहरु हुन् । भुतपुर्व गरीबले व्यावसाय बढाउने नयाँ तरिका निकालेको छ । घरगोठ वा स्कुल बनाउने कामदारहरुलाई महिनाभर बोलाई बोलाई उधारो रक्सी पिलाउँछ अनि ठेकेदारलाई चाहिं सित्तैमा । महिना मर्दासाथ ठेकेदारले उसको बिल कटाएर मात्र कामदारलाई बचेको पैसा दिन्छ र अर्कोदिन कामदारका श्रीमतीहरु आफ्ना श्रीमान्, ठेकेदार र पसले तीनैजनालाई धारे हात लगाउँदै सराप्छन् अनि दिनभर बाझेर फर्कन्छन् । अर्को दिनदेखि फेरि त्यही क्रम शुरु हुन्छ ।

यो कथा एक व्यक्तिको हो तर माओवादबाट प्रचण्डपथ हुँदै हिसिलापथमा स्खलित भएको एकीकृत भनिने नेकपा माओवादीको कथासँग यसले हुबहु मेल खान्छ । गरीबीबाट माओवादीमा प्रवेश गरेर त्यो पार्टीलाई नेपालमा राजनीतिको केन्द्रमा पुर्याउने मानिसहरुमध्ये सबैजसो गरीबीमै फर्केर अब त्यसबाट पार पाउन धेरै जना खाडीको मरुभुमितिर हानिंदैछन् भनिन्छ । गरीबको राज्य ल्याउने अनि त्यसलाई बिस्तार गरेर विश्वव्यापी बनाएपछि मानव मात्रलाई आदर्श किसिमको जीवन ज्यूने वातावरण मिलाउने विशाल सपना देखेर बन्दुक बोकेकाहरुको मनमा अहिले के गुज्रिरहेको छ, मलाई थाहा छैन । तर त्यो पार्टीको नेतृत्व तहमा रहेर गरीबी मेट्ने सपनासँग रक्सीको व्यावसाय साटेर आफैंलाई धनी बनाउनेहरुको मनोस्थितिचाहिं कस्तो होला भनेर चाहिं लख काट्न सकिन्छ ।

गाउँमा सबै किसिमको व्यावसायलाई राम्रो मानिन्छ जबसम्म त्यसले राम्रै कमाइ दिन्छ । तर एउटा अपवादको रुपमा रहेको हुन्छः भट्टीव्यवसाय र जुवाको खाल । त्यो व्यवसाय गर्नेले त छिटो र ठूलो कमाइ गर्छ तर त्यो एकजनाको प्रगतिका लागि समाजले धेरैजनाको दुर्गति देख्नुपर्छ । त्यसले मानिसलाई निचोर्नुसम्म निचोर्छ, जँड्याहा र जुवाडेका परिवार सबैभन्दा पीडित हुन्छन् । ती न समयमा खान पाउँछन् न त तिनका बच्चा पढ्न स्कुल जान पाउँछन् । समाजमा अरु मानिस ममृद्धिको भर्याङ चढ्दै गर्दा ती परिवारहरुचाहिं उल्टो यात्रा गरिरहेका हुन्छन् ।

Third letter to PM Bhattarai: Please leave alone some institutions



Dear Dr. Bhattarai,

I neither hope you will ever read this letter nor believe you are a man capable of answering to it which obviously needs peering beyond your devastatingly narrow cocoon that stretches merely from Singha Durbar to your party office.
In my second mail to you I had cautioned you of so many traps ahead after seeing your blunders that were unexpected to many. You chose to ignore them and here you are now, a man thoroughly despised and sneered by very people who had placed very high hopes on you. 
It gives me immense pain to realize that, while there are limits of how high one can rise in terms of the accomplishments, there seem to be no such limits on how deep one can fall into disgrace. Of course you are not the only victim and Nepal’s political domain is monopoly of precisely that kind of people. In fact, you have come as a model of how worst to fall in a morass and many generations will now remember you as a man of widely believed capability and integrity ruined so thoroughly and so early by the power that the well-wishers were forced to turn into critics so swiftly. 

Dear Dr. Bhattarai,

We neither expect you to bring an economic miracle in Nepal nor to challenge a powerful neighbor. Neither do we expect you to cleanse the thoroughly corrupt political system in Nepal, nor do we expect you to wipe the poverty in the country with a magic wand. The only thing we want is, now that the impotency of all the politicians has left the country stranded and bewildered in a challenging world without a constitution, you at least spare some of the structures and institutions in the country from the plague of political interference that threatens their existence itself.
I am writing this letter precisely because your latest activities have targeted these institutions with such a criminal zeal that soon the public institutions in the country may be history, just as was the case with Sajha Yatayat. While you are busy with calculations of who will get what by appointing whom in which institution, the institutions meanwhile face a real existential threat. Letting these institutions in the hands of utterly unprofessional sycophants is the perfect recipe for their collapse.

ड्यास माओवादीको निषेध श्रृंखलाः सञ्जीवनी कि खुट्टामा बञ्चरो ?

इतिहास र भुगोलको सापेक्षमा हिन्दी गीत र चलचित्र तथा भारतीय सामानमा एउटा दलले लगाएको भनिएको निषेध खासमा के हो त?


कुनै बेला थियो, राजा ज्ञानेन्द्रले हार्दै गरेको युद्ध जित्नका लागि भनेर अन्तिम अस्त्र प्रयोग गरेका थिए, सेन्सरशीपबाट मानिसलाई यो गर र त्यो नगर भनेर । नतिजा उल्टो भयो, उनको शासन नै छिटटै ढल्यो र मानिसुहरुले उनको अदुरदर्शीतालाई कुरी कुरी गरे ।

नव गठित माओवादीको पछिल्लो स्टन्टको समाचार सुनेपछि ज्ञानेन्द्रका ती कदमहरुको याद आयो । त्यो दलका विद्यार्थीले स्कुलका बस फोड्दा मैले मनमनै टिप्पणी गरेको थिएँ: निर्धाको हात छिटो चल्छ भन्थे...... । अहिलेको नयाँ छलाङपछि तिनीहरुलाई के भन्नुपर्ने हो, मलाई थाहा छैन ।

नेपाल–भारत सम्बन्धको प्रकृतिप्रति चित्त नबुझाउने मानिसको नेपालमा कमी छैन । त्यसरी नै बलिउड सँस्कृतिले नेपालमा पारेको प्रभावबाट बेखुश मानिसहरुको पनि अभाव छैन । तर चित्त नबुझ्नु एउटा कुरा हो र त्यो अवस्थालाई परिवर्तन गर्न लाग्नु अर्कै कुरा हो । आफुलाई चित्त नबुझेको कुरालाई निषेध गर्नुचाहिं कुनै कुरै हैन, अति राम्रो भएमा मुर्खता हो र नराम्रो भएमा आफ्नो खुट्टामा बञ्चरो हान्ने काम हो ।

त्यो कसरी भने अहिलेको युगमा मानिसलाई तँ यसो गर् र यसो नगर् भन्ने कुनै निकाय नै छैन । दंगा र हिंसा फैलाउने गतिविधिविरुद्ध राज्यले लगाउने रोकबाहेक अरु कुनै पनि किसिमको प्रतिबन्धले त्यसको लक्ष्यभन्दा ठिक उल्टो नतिजा व्यहोर्नुपर्ने अवस्था छ, खासगरी पुस्तक र चलचित्र वा वृत्तचित्रजस्ता सामाग्रीको प्रसंगमा ।

हिजो पुँजीवादी विश्वलाई कडा टकराव दिएको साम्यवादी विश्वको कटु पराजयको एउटा कारण नै त्यहाँका शासकहरुको प्रतिबन्धको सँस्कृति थियो जसमा फरक मत राख्नु नै अपराध बन्न पुग्थ्यो । हुन त जब मानिसहरु स्टालिन र माओले यति लाख मानिस मारे भनेर उद्धृत गर्छन्, कर्मकाण्डीय साम्यवादीहरु त्यस्ता मानिसको मानसिक अवस्थामा शंका गर्न पुग्छन् किनकि तिनलाई विश्वासै हुँदैन कि देवतुल्य बनाएर पुजेका तिनका आस्थाका केन्द्रले कहिल्यै त्यस्तो गरेका हुन सक्छन् । जति स्वीकार्छन्, त्यतिलाई क्रान्तिविरोधी र जनविरोधी मानिसहरुका उचित सफायाको रुपमा पुष्टि गर्न खोज्छन् । त्यसको प्रमुख कारण के भने आजका धेरै कर्मकाण्डीय साम्यवादीहरुले हिजोको साम्यवादी व्यवस्थाको गुण र दोषसहितको सार भन्दा पनि त्यसको यान्त्रिक रुपमा धेरै ध्यान दिएको पाइन्छ । जसले गर्दा त्यो व्यवस्थामा विद्यमान् फरक मतको निषेधजस्ता आत्मघाती प्रवृत्तिहरुबारे त्यस्ता दलका बुद्धिजीवीहरुमा समेत छर्लंग धारण भएको पाइँदैन । हिजोको साम्यवाद कस्ता गल्तीका कारण किन ढल्यो भन्नेसम्म वस्तुगत विष्लेषण नगरी आज क्रान्ति सम्पन्न गर्न हिंडेपछि हिजोका सबै गलत कुराहरु पनि सही लाग्ने अवस्था त आउने नै भयो ।

नेपालमा सर्वव्यापी भ्रष्टाचार र दण्डहीनताको राजः के त्यसलाई चिर्न सम्भव छ?

त्रि वि शिक्षण अस्पतालमा राजनीतिकरणको अन्तका लागि भनेर डा. गोविन्द के सीले बसेको पहिलो अनशनताका सरकारी संस्थाहरुमा राजनीतिक दलहरुले खेल्ने भुमिकालाई मैले एउटा ब्लगपोष्टमा यसरी राखेको थिएँः

०४६ सालअघिसम्म सेवा र धर्मको रुपमा रहेको राजनीति त्यसपछि पेशा बन्न पुग्यो र राजनीतिज्ञहरु व्यवसायीजस्ता भए । गलत नीति र गलत नेतृत्वका कारण देशको औपचारिक वा सेतो अर्थतन्त्र खुम्चिंदै गयो भने त्यसको समानान्तर चल्ने कालो र अवैध अर्थतन्त्र तीव्र गतिमा बढ्दै गयो । त्यो यति बढ्यो कि कालान्तरमा धेरै मानिसहरुले उद्योगी व्यापारीको कालोबजारी र नीति निर्माताहरुको भ्रष्टाचारले धानिने त्यो अर्थतन्त्रलाई नै देशको औपचारिक अर्थतन्त्र ठान्न थाले ।

व्यापारी जता व्यापार हुन्छ, त्यतै लाग्छ । व्यवसायीले जुन उद्योग चल्छ, त्यही उद्योग स्थापना गर्छ । त्यसरी नै हाम्रा अधिकांश राजनीतिज्ञहरु पनि चल्तीको कालो अर्थतन्त्रतिरै अभ्यस्त हुँदै गए । काला आर्थिक गतिविधिलाई बचाउन देशको औपचारिक कानुनमातहत त संभव हुने कुरै भएन । त्यसका लागि काला शक्तिहरु बनाउने तथा भएकासंग सांठगांठ गर्नुपर्ने अवस्था आयो । कालान्तरमा उनीहरुले कालो र सेतोबीच भेद छुट्याउनै बिर्सिसके र एक दिन एक राजनीतिक हस्तीले एक काला बलकर्मीलाई थप्थप्याउँदै भन्न पुगेः अहो, यस्तो पो ...माले ।


यस हिसाबले अहिले देशको नेतृत्व गरिरहेका मानिसहरुको नैतिकता त्यही कालो र सेतो बीचको अनन्त द्धन्द्धबाट सिर्जित भएको छ, कसैमा कालो बढी त कसैमा सेतो बढी तर समग्र प्रणालीमा भने कालोको प्रभाव यति बलियो छ कि राजनीतिज्ञहरु स्पष्ट देखिने कुरा बोल्न पनि डराउँछन्ः कुन नैतिकताको चस्मा लगाएर हेर्नुपर्ने हो, कालो कि सेतो ? सेतोलाई कालो भन्यो भने सेतो कानुनले  समात्ला भन्ने डर, कालोलाई सेतो भन्यो भने कालो कानुनले दपेट्ला भन्ने त्रास ।

सुरुङभित्रका विद्यार्थीहरु



के विद्यार्थीहरु पढ्छन्?
के विद्यार्थी संगठन त्यसरी स्वतन्त्र छन्, जसरी धेरैको नाममा लेखिएको हुन्छ ?
के विद्यार्थीहरुले समाजलाई निर्माण र सिर्जनशीलतातिर डोर्याएका छन् त? 
विद्यार्थीहरु सुरुङको यात्रामा छन् कि रोबोटझैं सञ्चालित? 

विदेशी नामका स्कुलका होर्डिङ बोर्ड मेटाउने र स्कुल बस जलाउने काम गरेर विद्यार्थी संगठनहरु केही हप्ता यता चर्चामा छन् । यी गतिविधिहरु बारे मनग्य चर्चा भए पनि आम रुपमा नेपालका विद्यार्थी संगठनहरुको प्रकृति र तिनका गतिविधिहरुमा देखा पर्ने नियमितताबारे चाहिं कमै चर्चा हुने गरेको छ । नेपालको राजनैतिक प्रणालीको परिप्रेक्ष्यमा दलहरुका भातृ संगठनहरुमा संगठित विद्यार्थीहरुले खेलेका र नखेलेका केही महत्वपुर्ण भुमिकाहरुबारे यस आलेखमा चर्चा गरिनेछ ।

नेपालका विद्यार्थी संगठनहरु र तिनमा आबद्ध विद्यार्थीहरु रोबोटजस्तै हुन्, तिनको आफ्नो भन्नु केही छैन । ती दलको रिमोट कन्ट्रोलले जसो गर्न अह्राउँछ, त्यसै गर्छन् । तिनलाई भविष्यमा दलको नेता भएपछि आवश्यक हुने जालझेल, कपट र भ्रष्ट प्रवृत्तिले सिंगारेर यन्त्रवत् पार्ने मात्र हैन, भविष्यमा भीड जम्मा पार्न यान्त्रिक रुपले उत्तेजक भाषण गर्न पनि सिकाइन्छ । अन्ततः भ्रष्ट राजनीतिज्ञको एउटा पुस्तालाई भ्रष्टहरुको अर्को पुस्ताले विस्थापित गर्छ र देशको राजनीतिक संयन्त्र चलिरहन्छ ।

यो अनुच्छेदले एउटा अतिरञ्जित र झुट अभिव्यक्ति प्रवाहित गर्छ । कुनै व्यक्ति, घटना वा प्रवृत्तिलाई त्यसरी श्यामश्वेत दृष्टिले हेर्न सकिंदैन । बहसको शुरुवातका लागि मैले यो नकारात्मक विम्बको प्रयोग गर्नुको चाहिं आफ्नै कारण छ । कसैले स्वीकारोस् वा नस्वीकारोस्, नेपाली समाजमा विद्यार्थी संगठनहरुको पहिचान त्यति सकारात्मक र उज्यालो छैन, जति ती संगठनहरु प्रचार गर्छन् । मोटामोटी रुपमा ती संगठनहरुले निम्न गतिविधिबाट समाजलाई आफ्नो अस्तित्वको जानकारी दिइरहन्छन्ः 
  • बेलाबेलामा महाधिवेशनहरु गर्नु, चन्दा माग्नु
  • केही हप्ता वा महिना बिराएर नेपाल पुर्ण वा आंशिक रुपमा बन्द गर्नु
  • कलेज अगाडि टायर बाल्नु
  • बेलाबेलामा खुँडा, खुकुरी वा बन्दुकसहित एकअर्कासंग भिड्नु

अस्तित्व जनाउने यी माध्यमको प्रयोगमा कोही अगाडि होला, कोही पछाडि तर दर्जन वरिपरिको संख्यामा रहेका नेपालका विद्यार्थी संगठनहरुमध्ये आम मानिसको दृष्टिमा तिनीहरुको उपस्थिति जनाउने त्यति बलियो अरु कुनै माध्यम भेट्टाउन कम्तीमा पनि २०४६ यता कठिनै छ । 

खासमा आजका विद्यार्थी नै भोलिका नेताहरु हुन्, राजनीतिमा होस् वा अन्यत्र । विद्यार्थीको काम भनेको पढ्नु मात्र हैन । पढ्नु र सिक्नु एउटै कुरा पनि हैनन् । सिकेको कुरालाई जबसम्म व्यवहारमा ल्याइंदैन, तबसम्म त्यसको खास औचित्य हुँदैन । सिकाइ भनेकै नयाँ कुरा ग्रहण गर्ने प्रक्रिया भएकाले नयाँ कुरा सिकेसंगै पुराना र स्थापित केही धारणा वा मान्यता नभत्काइ कन नयाँ सिकाइ सम्भव नहुने अवस्था पनि आउँछ । त्यसैले सार्थक सिकाइका लागि इच्छाशक्ति र सिकाइका सामाग्री मात्र भएर पुग्दैन र उर्वर र पुर्वाग्रहरहित मगज पनि आवश्यक हुन्छ । 

यसै सन्दर्भमा नेपाली विद्यार्थीहरुको मानसिकता र सिकाइ प्रवृत्तिलाई व्याख्या गर्न माथिको जस्तो रोबोट मोडल नभएर सुरुङ मोडलचाहिं बढी उपयुक्त हुने देखिन्छ । नेपालका दलहरु आफैंमा भीमकाय सुरुङजस्ता छन् जहाँ द्रुत वा ढिलो गतिमा अघि बढ्ने वा पछि हट्ने स्वतन्त्रता हुन्छ तर स्थापित सुरुङबाहिर विचरण त के चिहाउनुसमेत घातक मानिन्छ । खास गरी कम्युनिष्ट पार्टीमा त त्यसो गर्नुलाई नैै अर्को सुरुङ खनेर नयाँ पार्टी खोल्ने प्रक्रियाको शुरुवात मानिन्छ । यस्तो अवस्थामा दलहरु वैचारिक अभ्यासमार्फत् समाज र राजनीतिमा नवीनता ल्याउने गतिशील शक्ति नभएर खाली सत्ता र शक्तिको चक्कर काटिरहने स्थुल चीजमा परिणत भएका छन् । 

तिनै दलहरुले भातृ संगठन भनेर दलका खास किसिमका मानिसहरुका लागि भनेर सुरुङभित्रै मिनि सुरुङहरु खडा गरेका छन् र तीमध्ये एक विद्यार्थी संगठनहरु रहने गरेका छन् । ती साना सुरुङहरुमा दलको भीमकाय सुरुङको छायाँ यति जब्बर हुन्छ कि दलको विकृतिका सुक्ष्मातिसुक्ष्म  रुपहरु पनि ती साना सुरुङहरु सम्म नफैलिइ रहँदैनन् । हुँदाहुँदा ती साना सुरुङहरुले विद्यार्थीहरुको समग्र विद्यार्थी र राजनीतिक जीवनमा यस्तो प्रभाव पार्छन् कि तिनका आफ्नै मगजमा उचित आकारका सुक्ष्म सुरुङहरु बनिरहेका छन् र आम रुपमा राजनीतिक चेत भएका विद्यार्थीहरु ती सुरुङभित्रका कैदीजस्तै यात्रा गरिरहेका छन् भने संगठन, चाप्लुसी र भनसुनको अवसर नपाउने अराजनीतिक विद्यार्थीहरुचाहिं चुपचाप विद्यालय वा विश्व विद्यालयबाट विदा लिएर खाडीको बाटो तताइरहेका छन् ।

माओवादीका विकल्पः ध्वंश कि रुपान्तरण?


विगतमा साम्यवादका ती रुपलाई जीवन्त राख्ने क्रममा विभिन्न विम्ब र यान्त्रिकताहरु सिर्जना भए र सार खस्कँदै गएपछि कालान्तरमा तिनै विम्ब र यान्त्रिकता ती व्यवस्थाका परिचय बने । ‘चेयरम्यान माओ’ एउटा विम्ब थियो, जसका पछाडि नेपाल लगायत विश्वभरका माओवादी आन्दोलनहरुमा अकाट्य क्षमताका ‘चेयरम्यान’हरु स्थापित भए । चीनको सांस्कृतिक क्रान्ति त्यस्तै बलियो विम्ब थियो जसको पुजा गर्दै विश्वभर फरक विचारलाई निषेध गर्ने प्रवृत्ति विकास भयो –हेर्नोस् कसरी मुक्तिनाथ अधिकारीको बध गरिएको थियो ।

गदीश घिमिरेको ‘अन्तरमनको यात्रा’ पढ्दा पाठक कुनै बेला निश्चित हुन्छः अब मृत्यु आउँछ । रोग र पीडाको वर्णन पढ्दा त्यसको अन्त मृत्यु नै हुने कुरा सबैलाई थाहा हुन्छ । तर चामत्कारिक रुपमा क्यान्सरग्रस्त कोषिकाहरुलाई मारिसकेपछि सद्दे कोषिकाको प्रत्यारोपणबाट ज्यान बचाउने प्रविधिका कारण घिमिरेको ज्यान बौरिन्छ र पाठकले पुरा रुपमा त्यो पुस्तक पढ्न पाउँछ । 

एकताकाको माओवादी र अहिलेको एमाओवादीलाई बचाउन पनि त्यस्तै चामत्कारिक कदमको आवश्यकता भएको आभास मलाई भइरहेको छ । घिमिरेको क्यान्सर एकदिन अचानक प्रकट भएको थियो तर माओवादीको क्यान्सरबारे मानिसले कुरा काटेको धेरै भइसक्यो र अब त त्यो दिनको घामजस्तै छर्लंग भइसकेको छ । एकताका एमाले भन्ने दलको बारेमा पनि त्यस्तै चर्चा हुन्थ्यो, उसलाई गहन उपचारको आवश्यकता महसुसै भएन र अहिले पनि क्यान्सर पालेरै बसेको छ । माओवादीको प्रसंग भने अलि फरक छ । 

माओवादीमा क्यान्सरको कहानी बडो दुखलाग्दो छ । माओवादी आन्दोलनको उठान देशमा फैलिएको असमानता, अन्याय र गरिबीबाट सिर्जित क्यान्सरलाई निको पार्न भनेर भएको थियो । ऊबेलाको क्यान्सर ठिक पार्ने हतियारका रुपमा उनीहरुले चीनमा माओले लिएको ऐतिहासिक हतियार सापट लिए र आफुलाई माओवादी भने । क्यान्सरको उपचार कस्तो हुन्छ भने त्यसले क्यान्सरग्रस्त कोषिकालाई मार्ने क्रममा अरु सामान्य कोषिकाहरुलाई पनि सखाप पार्छ । भयो त्यस्तैः १३,००० मध्ये धेरै गरीब र निर्दोष मानिस मरे, झण्डै ५०,००० मानिसले आफ्ना नातेदार गुमाए, हजारौं मानिस विस्थापित भए । 

जब माओवादी विद्रोह सकियो, पीडा र क्षतिको बीचबाटै पनि मानिसहरुले माओवादीलाई भोट दिएः क्षति र ध्वंश त भइ नै सक्यो अब निर्माण पनि गर्लान् कि भनेर । त्यो किन पनि थियो भने एमाले र काँग्रेसले हिजो बहुदलकालको आफ्नो क्यान्सर निको भएको कुनै प्रमाण दिन सकेका थिएनन् । तर आज वास्तविक जीवनको दुर्दान्त नाटकको एउटा भाग वियोगान्तमा गएर टुंगिएको छः माओवादीले प्रणालीको क्यान्सर ठिक पार्न त परै जाओस्, उनीहरु आफैं क्यान्सरग्रस्त हुन पुगेका छन् ।

A letter to PM Bhattarai


Dear Dr. Bhattarai,

I am no political analyst, nor a consistent critique. I never studied economics and I am very poor at politics. You may label me dumb in many other issues too. Literate I am. Taking advantage of my literacy I wrote you once when you were still in Nayak-style mania to solve people's problem first hand. Naturally you did not respond. If you call me a rightist, reactionary propagandist, not an option at all. Some of my friends still know me as your sympathizer and well-wisher. Yet I am writing this letter, with realization that there is something called 'common sense' in me. I'll never mind if you do not bother to respond to it at all.

Compleicated words do not make a good article. Flowery rhetoric do not make good leaders, not even politicians. Politics is not beyond the jurisdiction of general laws that govern society. Honesty, hard work, consistency and willingness are required for success in any field: not a new thing, even my grandfather used to tell it. Indeed the reverence of honesty and hard work is our cultural heritage, something our ancestors have accumulated over millennia.

On the other hand, hypocrisy, hollow rhetoric and falsehoods never endure. Neither will they do so in future. One day or other they get exposed. This too is not anything new.

Beside the above virtues required for good and harmonious society in general, our ancestors have discovered another virtue called frugality; something that helps us to weather the hard times. This also saves us from the danger of moral degradation that comes from the lust to accumulate and spend more for physical comfort.

Frugal. That was what we dumb people thought of you when you chose to ride a Mustang once in office months back. Regardless of the doubts, many believed that here was someone who was ready to break the trend of placing some crony capitalist with endless lust for wealth in the chair of PM. Your academic credentials were equally impeccable and regardless of the over all system, people were very confident on you: you would be just different from the disgusting persons who had sat in the chair of PM.

Yet now, you have failed those hopefuls. You have trampled their wishes. While emboldening your enemies, you have silenced and demoralized your well-wishers.

जीवनमा अफ्ठ्यारा घुम्तीहरुमा हिंडिरहँदा मैले कुनै क्षणमा पलायनलाई एउटा विकल्पको रुपमा कल्पना गरेको थिएँ, त्यसलाई यथार्थमा बदल्ने आँट गरिनँ, त्यो बेग्लै कुरा हो त्यसबेला लाग्थ्योः मेरा समग्र दुखहरुको कारण मेरो वरपरको वातावरण हो, यसबाट साहसपूर्वक बाहिरिएँ भने नयाँ दुख आउलान् तर तत्क्षणका दुरुह दुखहरु गायब भएर जानेछन् कति गलत थिएँ !

Why I write...

I do not know why I often tend to view people rather grimly: they usually are not as benevolent, well-intentioned and capable or strong as they appear to be. This assumption is founded on my own self-assessment, though I don’t have a clue as to whether it is justifiable to generalize an observation made in one individual. This being the fact, my views of writers as ‘capable’ people are not that encouraging: I tend to see them as people who intend to create really great and world-changing writings but most of the times end up producing parochial pieces. Also, given the fact that the society where we grow and learn is full of dishonesty, treachery, deceit and above else, mundanity, it is rather unrealistic to expect an entirely reinvigorating work of writing from every other person who scribbles words in paper.


On life's challenges

Somebody has said: “I was born intelligent but education ruined me”. I was born a mere child, as everyone is, and grew up as an ordinary teenager eventually landing up in youth and then adulthood. The extent to which formal education helped me to learn about the world may be debatable but it definitely did not ruin me. There were, however, things that nearly ruined me. There came moments when I contemplated some difficult choices. And there came and passed periods when I underwent through an apparently everlasting spell of agony. There came bends in life from which it was very tempting to move straight ahead instead of following the zigzag course.
