Third letter to PM Bhattarai: Please leave alone some institutions



Dear Dr. Bhattarai,

I neither hope you will ever read this letter nor believe you are a man capable of answering to it which obviously needs peering beyond your devastatingly narrow cocoon that stretches merely from Singha Durbar to your party office.
In my second mail to you I had cautioned you of so many traps ahead after seeing your blunders that were unexpected to many. You chose to ignore them and here you are now, a man thoroughly despised and sneered by very people who had placed very high hopes on you. 
It gives me immense pain to realize that, while there are limits of how high one can rise in terms of the accomplishments, there seem to be no such limits on how deep one can fall into disgrace. Of course you are not the only victim and Nepal’s political domain is monopoly of precisely that kind of people. In fact, you have come as a model of how worst to fall in a morass and many generations will now remember you as a man of widely believed capability and integrity ruined so thoroughly and so early by the power that the well-wishers were forced to turn into critics so swiftly. 

Dear Dr. Bhattarai,

We neither expect you to bring an economic miracle in Nepal nor to challenge a powerful neighbor. Neither do we expect you to cleanse the thoroughly corrupt political system in Nepal, nor do we expect you to wipe the poverty in the country with a magic wand. The only thing we want is, now that the impotency of all the politicians has left the country stranded and bewildered in a challenging world without a constitution, you at least spare some of the structures and institutions in the country from the plague of political interference that threatens their existence itself.
I am writing this letter precisely because your latest activities have targeted these institutions with such a criminal zeal that soon the public institutions in the country may be history, just as was the case with Sajha Yatayat. While you are busy with calculations of who will get what by appointing whom in which institution, the institutions meanwhile face a real existential threat. Letting these institutions in the hands of utterly unprofessional sycophants is the perfect recipe for their collapse.

साझा बस र सरकारी स्वास्थ्य सँस्थाः पाटन अस्पतालको सन्दर्भमा


यही क्रम जारी रहने हो भने केही वर्षमै त्रि वि शिक्षण अस्पताल, वीर अस्पताल र पाटन अस्पतालजस्ता गरीबका उपचारस्थलहरु साझा बसजस्तै विगतका कुरा हुने र देशको स्वास्थ्य सेवा र चिकित्सा शिक्षा दुवैमा अति संगठित निजी क्षेत्रको माफिया हावी हुने निश्चित छ । 

कुनै बेला थियो जब सरकारी साझा यातायातसित प्रतिस्पर्धा गर्न निजी व्यवासायीहरुलाई धौ धौ हुन्थ्यो । तर खास गरी बहुदलको आगमनपछि राजनीतिक दलहरुको अति कृपा पर्न जाँदा त्यो सँस्था धराशायी भयो र अहिले निजी व्यावसायीहरु बस मात्र हैन सडकलाई नै निजीकरण गर्न सफल भएका छन् । 

नीति निर्माणको निर्णायक तहमा अति राजनैतिक हस्तक्षेप अनि कार्य सञ्चालनको तहमा कार्यकर्ता भर्तीको यस्तो राजनीतिक कृपाले कुनै पनि सरकारी सँस्थालाई धराशायी गर्न सक्छ भन्ने उदाहरणहरु त्यसयता पटक पटक आउने गरेका छन् । त्यसक्रममा पछिल्लो समयमा सरकारी स्वास्थ्य सँस्थाहरुमा एकपछि अर्को गर्दै राजनीतिज्ञहरुको कृपा परेको देखिएको छ । यही क्रम जारी रहने हो भने केही वर्षमै त्रि वि शिक्षण अस्पताल, वीर अस्पताल र पाटन अस्पतालजस्ता गरीबका उपचारस्थलहरु साझा बसजस्तै विगतका कुरा हुने र देशको स्वास्थ्य सेवा र चिकित्सा शिक्षा दुवैमा अति संगठित निजी क्षेत्रको माफिया हावी हुने निश्चित छ । 

यही सन्दर्भमा हाल पाटन एकेडेमीमा भएको नियुक्तिको विवाद चुलिंदै जाँदा पाटन अस्पतालमा तनावको स्थिति कायम छ । देशको समग्र राजनीति नै थप अन्योल र मुठभेडतर्फ गइरहेको बेला सरकार र दलहरुले यस्ता ससाना समस्यामा ध्यान दिन नसक्नुलाई आम रुपमा सामान्य मानिने सम्भावना छ । तर यथार्थको चुरो के छ भने खुल्ला मञ्चबाट जति डुक्रेर एक अर्काको सत्तोसराप गरे पनि कम्तीमा एउटा बुँदामा नेपालका राजनीतिक शक्तिहरुको कार्यगत एकता कायम छः बाँकी सरकारी वा सार्वजनिक सँस्था वा सँस्थानहरुलाई साझा यातायातको हैसियतमा धकेल्नु । गिद्धले लास लुछ्न जति तँछाड्मछाड् गरे पनि अन्ततः लास लुछ्ने कि नलुछ्ने भन्ने प्रश्नमा एक ठाउँमा भएझैं यी राजनीतिक शक्तिहरु पनि भागबण्डामा ्महिनौंदेखि वर्षैांसम्म झगडा गरे पनि अन्ततः सरकारी सम्पत्ति लुट्ने प्रश्नमा एक ठाउँमै छन् । गिद्ध र यी दलमा के फरक छ भने गिद्धले प्राकृतिक नियमानुसार सिनो माशु खान्छ भने यी राजनीतिज्ञहरु पहिले ज्यूँदा र आम मानिसलाई अटुट सेवा पुर्याइरहेका सँस्थाहरुलाई सुनियोजित रुपमा मारेर अनि लुछ्ने काम गर्छन् । 

पाटन अस्पतालमा कसाइ बनाएर संस्थानको तेजोबध गर्न धरानदेखि झिकाइएकी महिलाको अहिलेको सत्तासित निकट सम्बन्ध रहेकोबारे उनलाई झिकाइएको बखत पनि मिडियामा व्यापक चर्चा भएको थियो । उसो त तत्कालीन झलनाथ सरकारले त्रि वि मा खटाएका कसाइ हिरा बहादुर महर्जनले त्रि वि शिक्षण अस्पतालको तेजोवध गर्नमा सफलता पाइसक्न लागेको अवस्था छ । कसाइहरुको प्रकृति नै यस्तो छ कि उनीहरुले मार्ने काम नगरेसम्म गिद्धहरुले लुछ्नु असम्भव हुन्छ । त्यसैले राजनीतिज्ञहरुले कसाइ  छान्दा हत्याकर्ममा तिनीहरुको कार्य कुशलता हेरेर गर्ने गर्छन् र पाटनकी महिलाका हुँकार र चिकित्सक तथा कर्मचारीमाथि दमन गर्न तिनले देखाएको अग्रसरताले तिनको कार्य कुशलता कति छ भन्ने देखाउँछ । हत्याकर्ममा उनको आफ्नै वर्गका कर्मठ हतियारहरु भएमात्र सम्भव हुने देखेर नै तिनले धरानदेखि प्राज्ञ भनिने सह कसाइहरुलाई बोलाएको देखिन्छ । साथमा प्रचुर सम्भावना बोकेको सँस्थाको यति शीघ्र पतन हेर्न नचाहने र त्यो सँस्थालाई आफ्नो पसिनाले सिंचेका स्थापक उपकुलपति लगायतका मानिसहरु त्यसको प्रतिरोधमा उत्रनु पनि स्वभाविक नै हो ।

जीवनमा अफ्ठ्यारा घुम्तीहरुमा हिंडिरहँदा मैले कुनै क्षणमा पलायनलाई एउटा विकल्पको रुपमा कल्पना गरेको थिएँ, त्यसलाई यथार्थमा बदल्ने आँट गरिनँ, त्यो बेग्लै कुरा हो त्यसबेला लाग्थ्योः मेरा समग्र दुखहरुको कारण मेरो वरपरको वातावरण हो, यसबाट साहसपूर्वक बाहिरिएँ भने नयाँ दुख आउलान् तर तत्क्षणका दुरुह दुखहरु गायब भएर जानेछन् कति गलत थिएँ !

Why I write...

I do not know why I often tend to view people rather grimly: they usually are not as benevolent, well-intentioned and capable or strong as they appear to be. This assumption is founded on my own self-assessment, though I don’t have a clue as to whether it is justifiable to generalize an observation made in one individual. This being the fact, my views of writers as ‘capable’ people are not that encouraging: I tend to see them as people who intend to create really great and world-changing writings but most of the times end up producing parochial pieces. Also, given the fact that the society where we grow and learn is full of dishonesty, treachery, deceit and above else, mundanity, it is rather unrealistic to expect an entirely reinvigorating work of writing from every other person who scribbles words in paper.


On life's challenges

Somebody has said: “I was born intelligent but education ruined me”. I was born a mere child, as everyone is, and grew up as an ordinary teenager eventually landing up in youth and then adulthood. The extent to which formal education helped me to learn about the world may be debatable but it definitely did not ruin me. There were, however, things that nearly ruined me. There came moments when I contemplated some difficult choices. And there came and passed periods when I underwent through an apparently everlasting spell of agony. There came bends in life from which it was very tempting to move straight ahead instead of following the zigzag course.
